The purpose of the association is to facilitiate the activities of member districts in providing assistance to governmental agencies, private landowners and other interested parties in their respective pursuits of natural resource conservation, all in accordance with applicable laws of the state of oregon. (bylaws: article iii. Purpose)payments will not be made to individuals of organizations except by approval of the respective member conservation districts or the watershed council.
